Eco Bugged Household (Random -25?)

I am somehow even more baffled.
The brothers have fines on another lot and Izzy Fabulous has none in 19 Culpepper. I assume maybe they are bugged because I de-aged the eldest two with full edit mode, but no. Even their base gallery versions have the fines when moved in, which explains why I thought it happened previously.
I made this family originally back around Eco. Could some sort of old bug be lingering with them in the gallery? Their parents don't have it and it looks like a NAP issue, but can NAPs be imprinted on families?
Edit: I just mixed households and it is these specifics Sims that are bugged with it. Side by side, one Sim can watch TV with no fine and another cannot. I had no idea NAPs altered data on specific Sims. I have no idea what to do now because these are currently some of my favorite ones to play with.
