The only reason I figured out the trigger is thanks to suggestions here, since I was unfamiliar with how the Old Times NAP worked and had assumed I was safe because NPC voting was off from when I first bought Eco. (I had assumed the fines would be charged at the beginning of the action.)
Turns out they had hidden NAP traits from back when I first made, played, and saved them during the bug fest that was Eco's launch. Using methods suggested here, I was able to remove them.
Unfortunately, I am not the only one that had similar problems. I was just late to realize it. (I went straight from Eco to off the grid, so I never noticed.) If you are curious, I am sure there are still a number of threads about problems with Eco. You might even see posts in them from the me who thought she wasn't affected.
OH, So they were fined every time they used the TV? Aha I can see how that was quite hard to find out
Yep. Computers, too. Specifically when the action ended. So the only things in the apartment they had for fun and would autonomously gravitate to they were being fined for using. None the wiser a fine was administered upon completion of these actions, whenever I would hear the charge sound I would pause it and check each of their current actions and nothing lined up for me to put two and two together.
