Yes, the NAPs are nonsensical if taken as written. I've come to interpret them in terms of what they do, not what they are named. "Back to the good old times" is very useful in poverty challenges or early Build a city stages when electricity and alcohol are a luxury. Basically the 25 dollars a time are taxes.
That’s a good way to look at it. I think the NAPs were a good idea but how they work is mad.
