Pollution might have an impact, they did not talk about it though, or show much in the trailer :\ There was only a slight hint that we shouldn't fish on polluted water in the blog post.
All of that stuff in the lot surrounding them is probably just decor though. Imagine if sims get the "nicely decorated" moodlet when surrounded but all that decor....that would not be good at all ahaha
