UPDATE: My game seems to have fixed the issue, although it was a strange process. Same lot and family and eco foot print, BUT I made 10 different "save as" games of the original to work on building them a new house. Please dont ask why I made 10 different ones, I couldn't decide what to build. But anyway on the 10th game the lighting blow out was gone, nothing had changed other than it being a new "save as" game, number 10 to be precise and Im happy its gone. I just wish I knew what changed to fix it more consistently.
