I suppose you could vote for all three community spaces by moving after you vote. I have a Sim living at Rockridge Springs in Grims Quarry. I guess she could vote for how to use The Quarry Building, then move to The Shipping Views in Port Promise and vote on how to use The Waterfront, move again to Canal Corner in Conifer Station and vote for how to use Sprucewood Square, then finally move back to Rockridge Springs. Bit of a bother, but might be worth it to get all the community spaces upgraded.
Of course, you could just play a family in each neighborhood if you don't mind playing rotationally.
Or, rather than uprooting every time you want to vote, simply shut off the aging/progression and shift to one of the premades in those neighborhoods, spend a week with them to vote for the community space, then bounce to the other neighborhood to vote on theirs, and then back to your Sims' house when you're all done. No moving required.
