You have to make them with the fabricator!

You either fabricate them, find them in dumpsters, get gifted it by neighbors, or buy it from marketplaces (one of the versions of community spaces). These are all the ways I know.

Of course bb.showhiddenobjects allows you to buy them in build mode.

If you don't object to mods, LittleMsSam has a mod that your sim can order "a bundle" of upgrade parts. All upgrade parts are included, plus livestock parts and robotic parts. I couldn't play without it as all my sims are maxed out on handiness.

If you chose the fabricator, you can make them without any skill points in fabrication.
