Education career- volunteer time.

Hi, I'm having some trouble with the "volunteer time" task for the Education career. It seems like no matter what my sim does, the person she is asking always says no. My sim is maxed on Charisma and level 7 in Research and Debate. I've only had her ask people she is maxed on friendship with. I've had her try doing a few Charisma and R+D interactions before asking as well, but with no luck. I'm not sure what else I should try?

I would run into this problem with another career, and my sim was supposed to get something from another sim. They would always say no, that was until I learned that is was not the friendship level, but instead you need to also get the conversation up to pleasant. After that, I had no issues in completing it.
