I would like to add a method to get your preferred color for the NPC outfit (pizza delivery, maid, repairman, etc.). It will take time, but it can do without mods.
For a new NPC who didn't have a pizza delivery uniform before (Ex, existing NPC you assign them yourself)
- After assigning them as the EgonVM's method. Save the game as it's the point you can replay again.
- Order the pizza, and wait for NPC to appear.
- If he/she comes with the uniform you want, it's done. You can save the game.
- If it's the color you don't want... quit without saving, load the game, and do step 2 again.
For existing NPCs who were already pizza delivery, they may keep their old uniform even if reassigned. You may have to assign them to another job that has an NPC uniform (so the game will reset the uniform). Then you reassign them to be pizza delivery and do the above steps.
I used this method to get the uniform color of the repairman that suits each character. There are red, green, blue, and brown. (not sure if there is gray, I can't get during randoming.)

If you already have more than one NPC and want to randomize the 2nd NPC's uniform, you may have to invite the first NPC to be on the lot first. So the 2nd one will be the person who comes.
Hmmm, this seems quite difficult for a frozen save world (like when wordbuilding) because it requires you to have each npc come to your lot. While some jobs don't have multiple outfit variations, and some are easier to summon (Pizza Delivery) others seem more difficult to show up in their career outfit. I tried using sims.modify_career_outfit_in_cas before evicting them, but there outfits are seemingly instance and not career outfits (and it also glitched and made the career outfit the winter clothing outfit)
I wish someone would make a mod where you can select the swatch of townie job outfit you want them to have, and still have that set if you remove the mod/play it in vanilla (akin to having the townie having already appeared in that variation of the outfit)

Many (or all) of NPC role outfits can't be edited by using sims.modify_career_outfit_in_cas. That cheat code is for career outfit, while NPC outfits are "situation outfit". Also, it's impossible to assign a fixed uniform for a stall vendor. Because they change uniforms related to which kiosk (or store) they attend.
Which NPC do you think is quite hard to summon? I may not use all of NPC for now, so I may miss something. Most of the NPCs in my game are the ones I let the game generate, and I edit their looks and outfits in CAS later.
By the way, after seeing that you made frozen save world... if you want to control the NPC outfit and don't mind using a mod, this mod may be your solution

I don't use this mod myself because it's too powerful for me. I haven't had time to study all of the functions yet. However, it can control the overall outfit by role. So, you may be able to design the pizza delivery uniform and many more for your frozen world.
-Caution- This seems to be the big mod with a complex function that may affect your save. Better to check it carefully or test with a test save before deciding to use.
