Did you ever use mods/CC before? Sometimes the localthumbcache file in the Sims 4 folder can cause problems just from adding or removing mods/CC. Try deleting that file, the game will generate another one. I delete mine on a regular basis for patches and new DLC, plus every single time I add or remove mods or CC. It has caused problems for me before. It should always be refreshed any time you alter your mods folder.

I don't even have a LocalThumbCashe File!? My elevators have been broken for a while and I'm OVER it! I love apartments, they're my favourite to live in and I can't even use them because of the Elevators.

The file called localthumbcache is is in the folder Documents/Electronic Arts/The Sims 4. If you play, you have it. Re. elevators, if the problem occurs without mods or CC, head on over to https://answers.ea.com/t5/Bug-Reports/bd-p/The-Sims-4-Bugs
