That's such a personal thing. I mean, there are loads of people who'll tell you that Luxury Party isn't worth it, but I use the CAS from it a lot. I use Spooky Stuff (which I got on sale) only for a couple of costumes, but when I want them, I really, really want them. I really do suggest just having a good look at everything in a pack, and at reviews. I finally started doing that midway through Sims 3 (even if it sometimes meant waiting for those reviews - often I was sure one way or the earlier than that), and I haven't had regrets since then. If there are downsides to a pack, I know them going it, and that makes a lot of difference to how I feel about them. If a downside is something I know is going to constantly bother me, I'll forgo that pack.
I do think that those of us who aren't short on cash might feel regret over a purchase less often. I don't need as much gameplay out of a pack before I'm satisfied enough as I imagine I might if I really had to count those pennies.
