I have no lag and play on the game's highest settings, despite using giant lots with tons of objects, but I'm fortunate in that my computer has great specs.
CPU Intel i9-9900 @ 3.10GHz (8 cores; 16 threads)
GPU NVIDIA GeForce RTX 2080 Ti 11GB GDDR6
32GB RAM
1TB M.2 PCIe NVMe SSD
Windows 10 Home
All packs.
8.4GB of mods and CC (2,300+ files) - I'm going to install more soon :# B)

Edited to add:
I think deleting cache files and using MCCC and other mods that catch errors help my game run smoothly.
