I believe that comes with one of the perks from the Pristine Reputation. I know because my Global Superstar also has a Pristine Reputation and everything is free for him, too. I do wish they'd allowed for Sims to tip at restaurants, but since we don't have that ability, I have him make a point to let the chef know the meal was good.
