@GodleyJeans, it certainly is not that simple from the dev side of things. Simply allowing layering of "everything" instead of what we have now would just lead to a ton of content looking silly/overlapping each other in weird ways.
Right now, the way the meshes for t-shirts and sweaters are designed, for example, if they just enabled shirts to layer with each other, you'd have overlap goofily and look funny...i.e. they wouldn't actually overlay properly.
The only way to fix that, is to go through each individual piece of content itself and redesign them specifically to address that because they were not initially designed to be layered with each other.
It is, of course, totally doable...but it is not nearly as simple as a quick engineering change on the software side for them to do it so things actually looked good.
