Hot tubs did not originally come with the base game. They were introduced in Perfect Patio stuff and then later patched into the base game with the hot tub we got for the 20th anniversary. Even in ts3 we had to wait till Late Night for them to come out.
Things I think should be in the base game at this point are:
-Laundry
-Basic seasons(they can add holidays later)
-Cats, dogs, hamsters, etc.(basic pets everyone has. They can add in more exotic animals later)
-Family gameplay
-Cars
That still leaves plenty of old ideas for them to make packs out of but plenty of room to make new ones.
i meant they were base game in older versions (sims 2) and yes we get them in sims 4 and 3 later for free as well. like we also get a lot more updates to base game for sims 3 and sims 4 ( aka basements for sims 3 and sims 4 in a patch)
In that list were also few more things that were in base game but i think we already know them.
Seasons and pets are huge moneymaker for EA since they are pretty much most favorite or 'must buy' packs for most. So i don't think they would just make them free.
There are also a lot of other simulation games that has DLCs and i don't think it's bad since that way you can pick what you want and modify you're gaming experience with picking what you want.
