I kind of like that the festivals will sometimes be "broken". I don't visit them often, but my impression is that they span often, so if they occasionally are not worth the visit, fine with me. I see it as a bigger issue that my sim can't check the San Myshuno weather before getting there. It would be better if I knew the weather, and then could decide NOT attending the outdoor festival. I would probably never send my sim long distance to an outdoor festival during Winter, but the festival could still be a decent event to sims living in San Myshuno.
