Your Sim needs to be on the lot at 5 am in order to get them to produce harvestables. The best place I've found is the ruins - go to the park and go across the river. There are a couple of chocoberry plants, a blueberry plant, and mushrooms inside the ruins, around them and by the gazebo. To get the nightly mushrooms, you need to be there at about 10 pm.
Winter seems to be the best season. There are also a couple of plants at the Creature Keeper's cottage (potato and black beans).
