I looked all over the lot and couldn't find it. Could it be they died off lot? If so, might their tombstone be on one of the community lots? I want to set up a little private grave area for the family in the back yard.
If your sim(s) weren't present when said sim died, Tomb Stone is lost BUT at night I often find random Sim Ghosts hang out (with only Base Game) at The Blue Velvet. The ONLY place I personally have ever seen ghost sims hang out. So, while the tomb might be gone forever but not the ghost at least!
