This is happening to me too! I'm also pretty sure that I've never added in any sprinklers, so I don't know why the fires are randomly being extinguished by one that appears on the ceiling. I've also had the issue where every sim on the lot runs over to put out the fire, so it makes trying to start fires on purpose in the game hard to do.
