I don't understand why Sims were designed to automatically put out fires in the first place. If they made extinguishers available in build/buy and a Sim carried one (as someone above pointed out) then it makes sense. But fires have always been a "challenge" in the Sims games until Sims 4. It's just another hand-holding mechanism that makes the game feel like it's made for kids and not even an actual game.
But yes, I've seen this too. There have been more fires in my game lately but some Sim always puts it out. I have yet to meet a Fireman.
