You can't really interact with fish like you can with a hamster....so it would be a waste of resources to add feeding and cleaning bowls to fish. Basically, you'd just be adding more chores to the game....no real gameplay or any fun interactions. No thanks.

My sims always have an aquarium in their house and frequently watch their fish. There's an interaction called "view fish". It's an easy way to raise the fun meter. I also place the aquarium near the front door, at the bottom of the stairs....it's a good place to corral sims coming downstairs in the morning, returning home from school/work, etc. so I don't lose track of them....plus, it's a good stopping point near the front door on the way to school or work to get that fun meter up before they leave or when they return. That being said, a sim standing there watching the fish in the aquarium is extremely boring...the only thing more boring would be me watching them watch the fish, lol.
