Yes, there are several lots in all neighbourhoods of Sulani that don't touch the water, and those will probably work just fine with residential rentals. Not being able to build them on a beach is sad, but how about a volcano rental instead?
Edit: I just remembered that one very long lot on the Tartosan beach that doesn't touch the water either, but is close enough to it that it could create such an illusion. Maybe that would be a worthwile alternative for a beach hotel and the like.
