Realistically speaking you don't even need chalk. Limestone is everywhere. It's common in a lot of places. We used that to draw on the ground as kids.
I can imagine an interaction while clicking on the ground being cheap 50 simoleons to draw hopscotch and I can also see a painted permanent version being more expensive. Either is fine for me. Maybe we'll get both! 50 simoleons is pretty easy to come across. Though we hardly see 'free' in the game. I remember thinking those free vampire wall decals were odd pricing only because it's out if the norm but it makes total sense to be free. So does drawing with chalk/rock whatever.
(I'm not just making that up... the vampire decals are free in the catalog, right?)

Chalk is a fine-grained white limestone or micrite. On average, it consists of calcium carbonate. Clay and quartz are the most common impurities. Most chalk is soft friable rock, easy to mine.
