For those who play with vampires... a question on the Vatore Siblings

We all know that Vlad dresses in Victorian clothing and has lore placing him around the era as well as the Noble Vampires, I kind of place the Virtuous Vampires in the 90's and the Rebellious Vampires...

I thought Vlad turned the Vatore twins? Or at least one of them (and the other maybe biting the other once they turned).
