This highlights why I feel adding those features to base is a good thing.
The reason these mechanics don't feel joined in any way is often exactly that they aren't joined. Something comes from this or that EP and they could have either made each EP require all the older ones, or added things to the base game.
You've got people like that Carl guy demanding EPs be about gameplay instead of content - so they've been hesitant to put that gameplay into the base game, and instead keep it in the EPs... and we all suffer as a result.

This is odd because in TS2, every single expansion worked in tandem with all the other EPs. They simply coded it so that there was extra functionality if you owned other packs and it was a huge incentive to buy the other packs because you absolutely got more gameplay when you owned it all.
TS3 started the trend of each pack being a completely separate entity and experience that didn't have much crossover and when they added the store the store items didn't even function correctly with the base game most of the time so any crossover was nonexistent. TS4 is on a whole new level. Like they don't add new features to clubs, I have to mod them in. Every single thing is completely separate and to have a cohesive game, it requires complete modding of almost every aspect. I don't care about them adding the calendar to the base game. What I care about is that I own both Seasons and Get Together and I can't schedule club gatherings using the calendar. It is very plain to me that this team's management isn't very forward thinking and doesn't even consider looking back at past expansions. Because it's so simple to say...well, we're adding in a calendar, what other ways could players use this feature...!
As for the moods...they're broken and even modding doesn't help. I've tried every single mod out there and none of them change the way the game plays that works for me. I want my sims to act more unique. These mods seem to only change how long moods last and the sims still act like exact clones of one another, just with different emotions now. I want gameplay like sims 2 and 3. Every single sim was their own person with their own likes, dislikes, wants, desires, fears, etc. I don't get any of that from TS4. Even with mods they are still just clones. And the story progression is not good either. That's just random stuff happening and not what I would expect my sims with their personalities to do. The other games got this right. Sims 4 is terrible.
