For some odd reason, sometimes it works, sometimes it doesn't. Same words, not always the same result.
In my experience, you have to do it for each sim. Meaning, if "Mia" raises her relationship with "Clark", her panel will reflect that. But if I click on Clark, it doesn't. So I have to enter the code twice...once for each sim in the relationship.
btw, as long as both sims are loaded on the same lot you shouldn't have to do this twice. :)

Same thing for me, I have to put in the code twice, even if they're on the same lot, standing right next to each other. Also I've been having this problem where my pre-made families (with the relationships set, aka, spouse, sibling, mother/father, etc.) show up as not knowing each other when I move them into a lot. So they have to introduce themselves to their own parents. :/
Also couples with children act as if they've never woohooed before. So as I'm setting up my town, I have to go through the process of entering these cheats over and over and over again. It's driving me crazy.
We need shorter cheats. These long strings of cheat codes are ridiculous. Dragging the friendship bar in TS3 was one of my favorite cheats.
