They don't even have to do that, it's already 18+ in Russia and that law is more for minors. Russia didn't tell them to ban it or change it given the rating it has (at this point, EA should know that), EA did so themselves. That is why I still think the situation is more complex than what they are saying/not telling us the truth (probably more to do with sanctions and the current situation going on) and I doubt people deciding to buy or play the pack or not will change it. Otherwise, they would reversed the decision by now.
Though it would be nice for EA to be more transparent.

I've seen quite a few people explain that the Russian law means that any content IN the game is fine as it's rated 18+, however they can't show it on the cover because under 18's can see that.
It's the same as how games in the west can't show explicit content on the cover, but they can show it freely in the game with an 18 rating (ie some video games have nudity in them. They cannot put that on the cover, but that content is allowed in the game because of the 18+ rating). Obviously not saying LGBT content is equal to nudity/sexual content but that's how Russian law regards it
