So same sex couples can now not only not get married or play the wedding pack, but also not see any videos using the pack. And all this is somehow for the benefit of non-heterosexual couples in that country?

That's not how it works sadly, they'd have to fully cover the "offending" imagery with the 18+ tag for it to be allowed on any distribution site (like Origin/Steam) in these countries. For example not a game but if you look at the example of Lorde's Solar Power album, the artwork can only be displayed in stores and certain countries if the "offending" part is covered, they can't just slap an age rating on the corner and then it's ok. The offending part of the image in this case was her butt being visible, so to distribute it in a lot of places they've had to cover it up either with a sticker or lens blur
