Because the game doesn't spawn double bartenders. Same with DJs. SO if you have one bar in say the VIP area and one not, and the bartender randomly spawns for the VIP bar... then your non-VIP sim is SOL and can't buy a drink.
(And obviously it's not a big deal for you, but I don't have Sims make their own drinks on public lots because why should I? Then there's no reason to go to a public lot to get a drink).
I see what you mean, but that is a design flaw. The cantina in Batuu has several bars and they work nicely together. I like to add two bars or coffee carts because sometimes the summoned NPC doesn't feel like working but they are still hogging the station.
I have never seen the inside of any buildings in Batuu for obvious reasons but the bar in the Jungle pack are two short bars next to each other. That works very nicely, but that was not what I was talking about since it doesn't matter which bar the bartender actually is standing behind in that case.
