So basically yes, you'd have to cheat the money down. Unfortunately there's not really any gameplay that caters to bankrupcy sady.

Start off with something small if you find it overwhelming. Sometime I like to make little flower arranging stores on my Sims home lot. You can build a little extention to the house and zone it as Public and then make sure to zone the private areas as Residential.
Try not to do everything all at once. Learn what you can and cannot do with the pack. There's so many possible options you can create with additional packs.

So of course bills is one thing to spend your Sims money on weekly. The trouble with money in The Sims is that you are always going to have a lot of money over time, unlike real life. But there are some other things that come with additional packs that you can introduce into your gameplay.
For example, one of my favourite things is the Simple Living Lot Challenge that comes with the Cottage Living expansion pack. If you apply it to the lot your Sim is living in, it makes it so that you have to obtain the ingredients before your Sims can cook a meal. This can be done by gardening/harvestables if you wish. But I tend to go down the realism route of having your Sims order the Groceries via the phone or clicking on the Fridge. Sometimes depending on what you order it can be a costly shopping purchase.
I also have my Sims spend their money on going to eat out with the Dine Out game pack and ordering expensive meals.

Unfortunately I don't think there's a way to stop promotions, except in cases where your Sims career progression requires additional tasks. You can avoid completing those additional tasks and I think it will stop your sim from going up a level.

I'm afraid this is something that you'd have to do manually. The Sims 4 has quite a lot of micromanaging stuff like this.

Totally! You can technically create Bed and Breakfast style homes where your Sim also lives in the building and you can assign rooms in your Sims home as Units.
The For Rent system can be quite complex and confusing at first. So perhaps try and look for some popular Simtuber videos that explain the Rental system in detail.
