The same thing happened in my game yesterday. I saved as and then reloaded my previous save, where it didn't happen and hasn't happened after playing an additionalweek in game. So save often a d you may be able to avoid it, sort of.
I'm not entirely sure if it's related to the eco footprint. I had it turned off, but I heard that doesn't actually work, just hides the footprint UI. When I did turn it on, it was really close to changing to green. I did turn it off again but maybe I should check to see where it stands now.
