If I wanted to stop this, I guess I’d have to make them 5 everydaywear outfits, 5 formalwear outfits etc. But, who has time for that? I suspect it’s the same with your townies. Or of course, it could be situational outfits, but for my sims that has not been the case.
Instead of creating 5 outfits, you could just copy the same outfit. Although, I'm pretty sure that what @Poli69pl said is correct, though.
