My sims in played (but not active) households, when left alone, have been changing into random outfits which do not appear as their everyday/formal/party etc.... outfits and it was driving me crazy. You can create 5 outfits for each outfit category and it turns out that unplayed sims will autonomously change to the other 4 outfits - if you have not made them 5 outfits for their everyday wear for example, the game will randomly generate an outfit. Or of course, it could be situational outfits, but for my sims that has not been the case.
Instead of creating 5 outfits, you could just copy the same outfit. Although, I'm pretty sure that what @Poli69pl said is correct, though.
