I guess I can see why to a certain degree but it seems a good way to give your sims more character even if you don’t want them getting famous. Some of the quirks look to be in game features we have already? Like sims drinking all the time and sims calling your sim a lot.

Don't all the quirks relate to being famous in some way? It wouldn't make sense for non-celebrity sims to be randomly assigned a quirk.
I’ll have to rewatch some videos so I apologize in advance if some info is wrong. But from what I gathered quirks are based on your reputation. If you have a good rep and treat your fans nicely etc, you’ll get quirks that reflect that. Same with a bad reputation. BUT it also has to do with how you perform? I remember one of the quirks is being addicted to your phone which could be bad on set.
