Setting a club "uniform" is one of the options for clubs, yes. The Paragons always wear pink. The Garden Gnomes always wear green.
One option is to just select a colour (say red) or style (preppy/rocker) and sims will wear an item from that category (top/bottom/fullbody).
Other options allow you to design full outfits to randomise into on mannequins. This is cool for say, biker gangs or cosplay groups.
You can also choose no uniform, and sims will wear venue/weather specific outfits.
