And then 2 sim days later a totally different butler shows up to work and you gotta do it all over again...

Simply go to map view > manage households > filter for unplayed sims that are not in world. If you remembered your butler's name or what he/she looked like, you can then select them from the list and edit in cas.
This is a good solution. The game doesn't do a great job of insuring you always get the same butler, but once you edit all of the butlers that exist you're set, at least for a while.
