well some of the things you listed are bug fixes which should be one of the devs top priorities. however i agree with you.
one of the main thing they should (but probably can't) fix is the AI, which would mean half of ts4 issues gone.
i think the game is so bad coded that they won't even bother to add half of those things. not that they can't, probably they don't want to. modders have shown us that pretty much nothing is impossible in the game, difficult perhaps but you could expect more from developers that are in charge of one of the best-selling franchises.
