Fatcat, that is called a Range Hood. I believe there is one in the game already but am not certain. I think it looks similar to that. I'll have to go looking again. I don't know if it is a basegame item though.
I could be confusing it with one of the custom content ones I've downloaded though. There are quite a few in CC available from various sites.

I think I read somewhere that there is a range hood available from the Sims 3 Store-- but I know not everyone can download from there (I can't get the downloads to work because of my ISP).
