Has anyone been able to remove townies for good?

I don't like random townsfolk cluttering up my town with their mismatched outfits and random randomness. The first thing I did in Sims 4 is add a bunch of my own sims and deleted any families I did...

It has worked for me so far. Do you have script mods enabled? Is it zipped or unzipped? Did you create the "unpackedmod" folder and followed the resource.cfg instructions to a t?
