I'm certainly going to check out that NPC Control mod, thanks LaBlue :) Also, if you use MCCC you can limit how many homeless sims the game generates, and also set the % of each age group. This doesn't include sims the game needs for various roles. And the game has a LOT of roles that need filling.
As for the random townies being generated....I felt that deleting townies I didn't want, was a losing battle. Instead, I give them makeovers and change whatever I think needs changing. Including body shape and name. Some times all they really need is a decent hair cut, and for the males, different facial hair. I've actually found quite a few good looking sims under all that ridiculousness.
