Still didn't seem to work for me - I gained a new skill (Logic) AND levelled up an existing (Painting), however Painting was about level 7 already, so perhaps it fell victim to the "Lower Than Skill Level Five" thing.
Has anyone ascertained whether or not it's to level 2 min, not just starting?
