I have, sort of. When my sim married Eliza Pancakes, Bob took off and left her the house. Now I use it as a B&B.
How? I move sims in through manage households week-by-week. Occasionally I take control of Eliza and run her by to cook and clean. Then I pay myself with the money cheat.
It isn't ideal, but for now I'm enjoying it.
I've done stuff like this then use the door locks to keep them out of the best room lol. It's good for me when I want to really explore an area.. fish there ect. You have somewhere to go green up and people to socialize with. - I think I'll combine @So_Money and @Hermitgirl 's suggestions.
Maybe turning the Quarter into residential will work. Going to give that a try after I give Mr. Manderly some badly needed simoleans.

Edit:
Well, so far, we have weiner knees for breakfast (at 1p.m.)

But Mr. Manderly isn't too sure about his welcome wagon guest...

Of course I have no idea what I'm doing, but I'm "doing" anyway.

Did you gut one of the buildings and make it more homey? "Hermitgirl;c-16467450" wrote:

Not a lot gutted. Just added a bed and a dresser. Had to put in a stove and fridge downstairs.- MDianaSims8 years agoSeasoned AceI actually built a B&B quit some time ago, as a request for a friend. As said above, getting it to function is another matter, but it looks alright. I'm on mobile, but I'll see if I can add in a picture.
You can get it from the gallery, my ID is the same as my forum username and the build is called "Windenburg Bed&Breakfast" (could be abbreviated to B&B though, I can't remember exactly). - Thanks, @MDianaSanders . Yes, getting it to work is quite something. You pretty well have to move people in to live.
- I built a home in the style of a BnB in my town. I have a family living in it, that the lady of the house is a friend of my legacy founder. I wanted the friends to have a Girls Weekend at the BnB. I have them all in a Club together. So I traveled there and started the Gathering. The Club Activities were Eating, Sleeping, Using the Hot Tub, Watching TV, Drinking Bar Drinks (hired a mixologist), and Playing Games, going into the Club Settings and switching as needed. I claimed a bed for my active Sim, and the other ladies slept in the other three. The household had already claimed their beds in the living quarters when I was playing them before, so she, her husband and son went to the right beds when they got tired. I had also put a breakfast meal in the fridge when I was playing the host household, so I ate that the next morning, since it was still there.
I could do this while playing the host household, too. I think it would just work the same if I made a Club of random Guest Sims, with the BnB owner as the Leader, then just have her start the Gathering, with similar Activities. After breakfast, I'd just end the Gathering, and cheat in the total of a certain amount of money for each Guest. Then delete that Club and form another one for the next set of Guests. That would be about the closest way to make do, with the Club feature of Get Together, without having to move Sims in, to the household.
I have to go night night now, but I'll try to remember and add some pics later on after work tomorrow..... - Another great idea. Thanks so much, @Livin in Sim
- @"Livin in Sim" That is a brilliant way of getting something close to actual B&B or inn functionality. I love bed and breakfasts and always wanted to do one in a Sims game, but I didn't want to mess with the amount of workarounds needed to get it functional. Using the Clubs feature to create an illusion of guests is awesome and sounds like it'd pretty much produce the desired result. Saving that for future notes, thanks. :)
