Has daycare been fixed/is good now??

I'm noticing when I send my toddlers to daycare, they're suddenly now learning some skills? I'll get a notification occasionally that they've ranked up, or acquired a toddler skill they didn't have before. And, while they still sometimes come home a bit hungry or stinky or tired, the needs are much better taken care of--I can see them being managed instead of just running down and down. Is this a bug, or did they actually patch/fix this? Is this old news, lol? Did I miss this before? It seems like it just started happening in the last day or so. If it's a "bug", it sure is a great one!
