Has "family play" fallen back to the wayside? (Now with New OP)

Is this because kids, toddlers received nothing in RoM? I agree those ages having nothing is a gross negligence. Children could have gotten 2-3spells toddlers 1-2 which always go wrong because they're toddlers. Could have done a great story room toddlers through adult becoming a spellcaster. And if not toddlers, as least children should be able to us magic.
