I don't know about random, but I did see an uptick. Prior to the update I had three fires. Three in the entire 1000 some hours I played.
After the update, three in first playthrough. To be fair, two were because of the bugged/poorly balanced bombadier beetles before I realized how fussy they were. So it is technically possible for this to be coincidental, but it seems odd to me. Plus we do know that some of the eco upgrades increases fire chances, such as compostable toilets.
This being said, those three fires prior to the update felt pretty devastating. Twice I just had to watch as fires raged while my sims were bugged out. I couldn't do a thing with the fire restrictions. Now, it feels much safer.
