It smells like coding shenanigans, perhaps to stir things up, maybe? Because I am baffled as well by all this. I was thinking that maybe the sims had gotten an angry moodlet because of work or something, but now it looks kind of random.
Here's Judy at Eliza Pancake's birthday party. She was literally giving all the other guests the stink eye like this the entire time before she finally ripped into the black guy with the mohawk.

Here is the last party one of my sims was invited to. Again, it was a powder keg, with guests turning up enraged. Interestingly, one of the sims that turned up angry was the guy from Eliza's party who Judy had yelled at before. Judy was there, but she was just calm, doing her own thing. You can see how "joyful" the party was from the pictures below:
I got my girl, Taylor, tell Nina off but then I got the sad message from the birthday boy that she was being mean and kind of spoiling things.
