If you have City Living, there is an abundance of plants available at the Romance festival and I think the Spice festival as well. Might give that a try to get the plants your Scientist Sim needs. EDIT: Also, there are produce stands in the community areas at times. And not just during festivals, I've seen them there along side food stalls quite often.
There's usually one in the Arts Quarter (near the Arts Center), and I've seen one in the Fashion District. You can find some of the base game produce there -- it's a good place to find tomatoes especially which are hard to find in the wild (only plant I know of is in Oasis Springs).
The plants at the Science Lab not growing is a known bug -- the issue is there has to be an active Sim on the lot at 6am and of course that's well before work time. Home gardens/greenhouses should be fine unless you've got an outdated mod or a bug in the game. Test it in a new vanilla save and see if you have issues with planting -- you should be able to plant even out of season, they'll just stay as mounds of earth until the proper season comes along.
