It has never happened. I generally try to fill up all the needs bars as much as possible. It's just the way I play. There might be situations where I need to wait to fill up their fun need but even then, I'm usually playing to max out all of their needs.
Toddlers sometimes wake up really hungry. I'll usually try to feed them before doing anything else with them. If I play with a bunch of sims, it can get a bit chaotic but I'm generally filling all the needs to green before sims can do anything more unique.
