Having trouble building with new rental pack

so, it let me build 2 floors on one side of my duplex, but wont let me build the same size 2 floors on the second part of duplex. ive changed lot to both rental and to residential and stilll the same error... bah it was going to be such a nice duplex, but it forcing me to build it smaller...
