Origin is a CPU hog while the game is running, so it bogs everything down AND it runs in the background even after you think you've closed it, so killing it through the task manager (and playing in offline mode) is definitely the way to go.
I'm not sure about it being a CPU hog. I'd say there is definitely something else going on with OP's computer. Possibly lower specs. Because my Origin 0% of my CPU, and only 68.9MB of my RAM, while playing sims. It's very low usage, all around.

Even the game isn't crazy demanding, my Chrome uses nearly as much RAM as my game, though nowhere near the CPU the game uses which is only 20% itself.

I'm glad closing origin is a possiblity for the OP, but to make a general statement of Origin being a CPU hog is pretty false. It'll depend on the hardware and in that case... most anything could be a CPU hog (though I will say at 95% CPU usage the OP is showing, I'd actually start digging in and troubleshooting what was going on, because I suspect that is way more than just low end specs at play. EA and the Sims would not be able to sell games at all if their platform alone used 95% of everyone's CPU. So definitely a red flag that something more is going on.)
