You could move the family to a cheap lot then use the money cheat to take away all their Simoleons (make sure to use the Sell Furniture option when moving). Maybe the family lawyer cheated them out of all their money and gambled it all away in Lucky Palms, or they made bad investments in the dot-bomb bust and went bankrupt. :o
